Contract Signed for Construction of the House of Agriculture in Berane

Today, the Minister of Agriculture, Forestry, and Water Management, Vladimir Jokovic, signed the contract for the construction of the House of Agriculture in Berane. The project, designed to consolidate key agricultural services in one central location, will feature a 664 m² facility with 46 workstations.
The House of Agriculture will bring together several essential services and institutions, including the regional office of the Directorate for Payments, which will serve not only Berane but also the municipalities of Andrijevica, Plav, Petnjica, Rozaje, and Gusinje. Additionally, the facility will host the municipal secretariat for agriculture, advisory services from the Ministry, and inspectors from the Administration for Food Safety, Veterinary, and Phytosanitary Affairs.
This consolidation of services will provide farmers with easier access to essential information and services, streamlining processes and improving the efficiency and competitiveness of agricultural production in the region.
The contract was awarded to the consortium Tehno-Gradnja d.o.o. Pljevlja and Cema d.o.o. Podgorica, with Nik-Com d.o.o. Niksic overseeing the supervision of the project.
Berane has long been a hub for fruit-growing and cattle-breeding, making agriculture a key driver of the local economy. Data confirms that agricultural activities in Berane support thousands of households, with fruit-growing and livestock production playing a central role in the region’s income generation. The House of Agriculture is thus expected to play a key role in strengthening these sectors. By uniting various institutions and services in a single space, it will provide faster, more efficient support to farmers, increase access to EU funding, and help stabilize the market position of agricultural products from the region.

The MIDAS 2 project, funded through the World Bank loan, is a crucial component of Montenegro’s EU accession process, particularly with regard to the closure of Chapter 11 – Agriculture and Rural Development. By establishing a network of regional offices, the project will enhance Montenegro’s capacity to access and effectively utilize EU funds, fostering the development of a more sustainable and competitive agricultural sector.

Contract Signed for the Construction of the House of Agriculture in Pljevlja
A contract for the construction of the House of Agriculture in Pljevlja was officially signed today, marking an important milestone for the region. This facility will be the second of its kind, following the establishment of the House of Agriculture in Bijelo Polje.
Minister Vladimir Jokovic, on behalf of the Ministry of Agriculture, Forestry and Water Management, signed the contract. He emphasized the significant role this new building will play for agricultural producers in the area.
The House of Agriculture will serve for a variety of vital services. It will house the regional office of the Directorate for Payments, which covers Pljevlja and Zabljak, as well as advisory services, inspections related to agriculture and food safety, and the municipal Secretariat for Agriculture. This will allow farmers and producers from both Pljevlja and Žabljak to access all necessary services and information in one location.
Minister Jokovic highlighted the importance of the facility for the local agricultural community, noting the high number of agricultural producers in the region and their contribution to Montenegro's overall agricultural output.

This project is part of the Ministry's ongoing effort to meet the benchmarks outlined in Chapter 11 – Agriculture, of Montenegro's EU accession process. Following Bijelo Polje and Pljevlja, the Ministry plans to sign a contract for the construction of the House of Agriculture in Berane, with plans for the House in Niksic already underway.
All construction activities are being implemented under the MIDAS 2 project, funded by the World Bank. The House of Agriculture in Niksic, along with the opening of the regional office in Bar, will be part of a new World Bank-financed operation designed to support the development of agriculture, fisheries, food safety, veterinary, and phytosanitary sectors.
Additionally, a new regional office will be established in Podgorica once the current Directorate for Payments space is vacated.
Through these efforts, the Ministry aims to establish a network of regional offices that will efficiently manage direct payments, rural development initiatives, and market organization measures across Montenegro.

Impact assessment of the planned fishing port on Cape Đeran - socio-economic questionnaire
Within the MIDAS 2 project of the Ministry of Agriculture, Forestry and Water Management, environmental and social impact assessment (ESIA) activities are underway for a new fishing port on Cape Đeran - Velika plaža. The activities are carried out in cooperation with the municipality of Ulcinj.
Based on a detailed examination of the conditions on the site as well as on the basis of applicable regulations, spatial planning documents and other available information, through ongoing activities will be proposed conceptual design of the fishing port and impact assessment in accordance with Montenegrin regulations and procedures of the World Bank (financing MIDAS 2 project). The capacity of the port currently under consideration is up to 60 fishing vessels up to 15 meters long.
Consultation and involvement of interested individuals and organizations are an integral part of the impact assessment. The public will be regularly informed about the manner and form of consultations during the ESIA process.

Beginning of the implementation of the Second Institutional Development and Agriculture Strengthening Project (MIDAS 2)
Second Institutional Development and Agriculture Strengthening Project (MIDAS 2) got the approval of the Board of the Executive Directors of the International Bank for Reconstruction and Development on January 30, 2018.
Loan Agreement between Government of MONTENEGRO and International Bank for Reconstruction and Development IBRD (World Bank) had been signed on March 08, 2018, (8820-ME).
The Project had been declare effective on June 05, 2018, and joint opening of the Project, together with the representatives of the WB and Ministry of Agriculture and Rural Development (MARD) was on July 11, 2018, in Kolašin.
The development objective of Second Institutional Development and Agricultural Strengthening Project for Montenegro is to improve the competitiveness of agriculture and fisheries in Montenegro through enhanced delivery of government support in alignment with EU accession requirements.
This project has four components, of which three are implementation components and the fourth is Project management as follows.
1) The first component, Strengthening Ministry of Agriculture and Rural Development (MARD) agriculture, rural development and fisheries program, aims to (a) increase and diversify income generation opportunities for productive units, contribute to the creation of jobs, as well as improve resilience of productive units for adaptation to climatic pressures, and (b) support Montenegro for meeting Chapter 11 closing benchmarks. It has the following subcomponents: (i) Increasing and diversifying income opportunities through grants for agriculture, rural development and fisheries; and (ii) Strengthening the MARD toward fulfilling EU accession requirements.
2) The second component, Support for the Food Safety, Veterinary and Phytosanitary Services, aims to develop capacity for food safety, veterinary and phytosanitary services as part of the creation of an integrated food quality system which is consistent with European Union (EU) requirements. It has the following subcomponents: (i) Safe management of animal by-products; (ii) Strengthening the diagnostic capacity of the phytosanitary laboratory; and (iii) Support to inspection services.
3) The third component, Modernisation of the Fisheries Sector, aims to finance public sector investment aimed at achieving two objectives: (i) enhancing the productive capacity of the sector with investments in basic infrastructure and equipment that will provide fishermen with regulated safe, and sanitary landing facilities and access to port, and (ii) strengthening the institutional capacity to apply the CFP upon EU.
The value of the Project is 30 mil EUR and it is planned for the Project to last from June 2018 to June 2023.
